As Baltimore has increasingly been plagued by violence and crime, the Juvenile Crime Prevention Program (JCPP) seeks to provide a necessary solution to the plight of inner-city children. By exposing these children to higher education, prisons and various enrichment activities such as museums and hiking, we believe they will become empowered to see that they do have a choice, and it is theirs to make. There is significant potential among the underprivileged population to rise above street life, and recognize that they deserve self-respect and self-confidence, as well as use their abilities to set goals and priorities for themselves.

Founded and built upon the belief and vision of Mr. Raymond Roman that it is possible to keep children off the streets selling drugs and from engaging in gang activity, and instead emphasize the importance of education and self-respect, we hope that his model will become a standard for national models. The tools he has learned through personal experience, can provide support around the world in helping to remove children from the streets. While the societal norm is to turn its back on the problems of the inner-city and its inhabitants, members of JCPP refuse to adhere to this view. We fully commit ourselves to improving the lives of children affected daily by poverty, violence and crim e.

Charm City has become known nationally as one of the United State’s most violent cities which is a considerable reversal of its prior prestigious reputation. The expectation that underprivileged children will inevitably turn to a life of crime, drugs, and gangs has contributed to this vision. JCPP seeks to change this viewpoint by supporting those children involved in its program and demonstrating that there is another way of life. Currently, it is necessary to ask parents of participants to contribute monetarily to the program. We have great hopes and expectations that in the near future this will no longer be necessary as we grow closer to being fully funded. JCPP wants to recognize and enhance the potential of inner-city children and hopes that through full funding of its program it will be open to an even greater population of future leaders.

JCPP plans to implement these changes through the following programs:
